Public comment time limits

A fourth-generation resident first described a confrontation with a council candidate over a campaign sign, then objected to the drop in public speaking time from five minutes to as little as one, calling public comment 'sacred' and citing its history of changing council decisions.

Criticized the new two-minute comment limits and asked the council to revisit the rules adopted in April.

The sole commenter on the SB 707 protocols item urged the council not to further limit speaking time, arguing that public speakers are rare and that courage to speak shouldn't be discouraged; she suggested restrictions only in extreme circumstances.
